Overview

Clients of Conner & Winters in the nuclear power industry include licensees of the Nuclear Regulatory Commission (NRC) as well as contractors that provide services and supplemental workers. We represent nuclear industry clients in regulatory matters, litigation and enforcement/investigations.

Our regulatory guidance encompasses a range of matters, with a particular focus on employment-related questions, such as worker qualification requirements, access authorization matters, and fitness-for-duty issues. We are particularly well-regarded for our extensive experience in the development and monitoring of Safety Cultures and robust Safety Conscious Work Environments. For more than two decades, we have represented nuclear companies in independent assessments of work environments; providing day-to-day counseling to in-house Human Resources, Legal, Employee Concerns Program, and other staff members; employee training; and developing of policies to foster a safety focus. Our litigation experience includes defending scores of “whistleblower” cases under the Energy Reorganization Act, where we have litigated before the Department of Labor as well as in state and federal courts. We routinely assist our clients in NRC enforcement matters and investigations, including investigations by the NRC’s Office of Investigations and internal investigations resulting from allegations raised to Employee Concerns Programs or referred by the NRC.
